A Queensland Police spokesman said the pair were thrown from the e-scooter they were riding on together when they struck the child.
The child sustained serious head injuries and was later transported to hospital.
Both teens allegedly fled towards the Lagoon and carpark area without assisting the child.
Authorities are now urging anyone who may have witnessed the incident, including those who helped the four-year-old, to come forward.
‘Nearby businesses with CCTV or anyone else with information that may assist investigators are urged to make contact,’ Queensland Police said in a statement issued at the weekend.
‘Anonymous reports can be made.’
One of the riders is described as wearing a grey-hooded jumper with black pants and a bum-bag across his chest at the time of the incident.
Police said the other was wearing a long dark sleeved shirt with white stripe detail on the sleeves, with grey shorts and a dark cap.
Both are described as being of caucasian complexion.
